Registration brings RTOs many duties like annual declarations, AVETMISS reporting, and marketing compliance, yet validation often proves to be the most feared.

Although we've written about validation many times, let’s redefine it. ASQA refers to validation as a quality review of the assessment process.

Validation is essentially about verifying the accuracy of parts of an RTO's assessment process and spotting areas needing improvement. Understanding its key components can make it less daunting.

As per the 2015 SRTOs Clause 1.8, RTOs are required to ensure their assessment systems, including RPL, meet training package requirements and follow the Principles of Assessment and Rules of Evidence.

As per the standards, two kinds of validation are required.

The first type of validation ensures that your RTO's assessment meets the requirements of the training package within your scope.

The following validation type ensures that assessments follow the principles of assessment and rules of evidence.

It suggests that validation takes place before and after the assessment. This article focuses on the first type—assessment tool validation.

Understanding the Two Types of Assessment Validation

Unraveling Assessment Validation

As mentioned earlier and in our earlier blog entries, validation is divided into two parts: (1) assessment tool validation and (2) post-assessment validation.

Pre-assessment validation or verification, also known as assessment tool validation, relates to the first part of the clause, ensuring all unit requirements are met and workbooks are 100% compliant.

Post-assessment validation, in contrast, is about ensuring the implementation side, where Registered Training Organisations conduct assessments according to the Principles of Assessment and Rules of Evidence.

In this write-up, we will focus on assessment tool validation.

The Process of Assessment Tool Validation

With a grasp of the two validation types, let’s focus on assessment tool validation.

Timing of Assessment Tool Validation

Assessment tool validation aims to verify that all elements, performance criteria, and performance and knowledge evidence are covered by your assessment tools.

Thus, whenever new learning resources are purchased, assessment tool validation should be conducted before students use them.

You don’t have to wait for the next scheduled validation in your 5-year cycle. Validate new resources right away to ensure they are ready for students.

Nonetheless, there are other reasons to conduct this type of validation. Perform assessment tool validation when you:

- your resources get updated
- your new training products get added on scope
- training product updates are reviewed against your course
- you identify your learning resources as a risk during your risk assessment

ASQA's risk-based regulation approach requires RTOs to conduct regular risk assessments. Therefore, complaints from students about learning resources are a perfect time for assessment tool validation.

How to Choose Training Products for Validation

It's important to remember this validation ensures that all learning resources are compliant before use. All RTOs need to validate resources for each unit.

What Do You Need for Assessment Tool Validation?

Training Materials

To validate assessment tools, you need the complete suite of your learning resources:

Mapping tool – start with this document. It illustrates which assessment items address unit requirements, making validation quicker.

Learner/student workbook – ensure it's appropriate as an assessment tool. Check if the instructions are clear and answer fields are adequate. This is a frequent issue.

Assessor guide/marking guide – verify that instructions for assessors are comprehensive and clear benchmarks for each assessment item are present. Clear benchmarks are key to reliable assessment outcomes.

Other related resources – these might include checklists, registers, and templates developed separately from the workbook and marking guide. Ensure they are appropriate for the assessment task and meet unit requirements.

Team for Validation

Clause 1.11 describes the requirements for validation panel members, indicating that validation can be performed by one or more persons. RTOs often require all trainers and assessors to attend, and sometimes industry experts are invited.

Together, your validation panel should possess:

Vocational competencies and industry skills relevant to the unit being validated

Recent expertise and skills in vocational teaching and learning

Either of the following training and assessment credentials:

TAE40116 Certificate IV in Training and Assessment or its equivalent

Validation form/template
Having a validation tool helps you with both the validation process and documentation. Using a validation tool makes it easier to look at how each assessment item maps against each unit requirement.
A validation tool aids in both the validation process and documentation. It helps visualize how each assessment item meets each unit requirement.
At the same time, it can serve as your document evidence that you have validated your resources before letting the students use them.
It can also serve as proof that you have validated your resources before allowing students to use them.

ASQA does not specify a required template for assessment tool validation, but many templates are accessible online. These tools usually have validators review the tools as a whole to ensure they meet the principles of assessment.

Though these templates make validation easier, they often result in judgment errors due to limited space for comments on each assessment item.

Assessment Key Principles
Fairness – Are equal opportunities and access ensured in the assessment process?

Flexibility – Does the assessment provide multiple options to show competence according to various needs and preferences?

Validity – Does the assessment measure what it is supposed to measure? Is it a valid tool for evaluating the required skill or knowledge?

Reliability – Will the assessment achieve consistent results every Assessment validation checklist Australia time, no matter who conducts the training? Will different assessors consistently decide on skill competence?

Evidence Key Rules

Validity – Does the evidence indicate that the candidate possesses the skills, knowledge, and attributes described in the unit of competency and associated assessment requirements?
Sufficiency – Is there enough evidence to ensure that the learner has the skills and knowledge required?
Sufficiency – Is there enough evidence to confirm the learner has the required skills and knowledge?

Authenticity – Is the assessment tool verifying that the work belongs to the candidate?

Currency – Are the assessment tools based on current units of competency and modern industry practices?

Even though these are frequently addressed in VET professional development and nationally recognised training, a lot of tools still fail to meet these requirements.

To avoid using learning resources that leave certain unit requirements unaddressed, ensure you adhere to these guidelines:

Demonstrate What You Teach

Pay attention to the verbs in the unit requirements and ensure they are addressed by the assessment item. For instance, in the unit CHCECE032 Nurture babies and toddlers, one performance evidence requirement requires students to:

Perform each of the following at least once with two different babies under 12 months old in a safe environment, using age-appropriate verbal and non-verbal communication in accordance with service and regulatory requirements:

change diapers

bottle preparation, feeding babies from bottles, and cleaning equipment

solid food prep and feeding babies

respond properly to baby signs and cues

settle infants for sleep and prepare them

monitor and encourage age-appropriate physical exploration and gross motor skills

Getting students to describe the nappy-changing process for babies under 12 months old doesn’t directly meet the unit requirement. Unless the requirement assesses underpinning knowledge (i.e., knowledge evidence), students should be doing the tasks.

Watch Out for the Plurals!
Pay attention to the numbers. In our example on one of the unit requirements of CHCECE032, this single unit requirement calls for the students to complete the tasks at least once on two different babies under 12 months of age. Having students complete the tasks listed twice on just 1 baby won’t cut it.
Notice the numbers. In the CHCECE032 example, one unit requirement requires students to complete the tasks at least once with two different babies under 12 months old. Doing the tasks twice with one baby doesn’t meet the requirement.

Full Compliance or Not Competent

Mind the lists. In the previous example, if students perform only half the tasks listed, it’s non-compliant. Each assessment item must address all requirements, or the student is not yet competent and the assessment tool is non-compliant.

Clarify Further

Each assessment item must include clear and specific benchmark answers to guide the assessor’s judgment on the student’s competence. Hence, ensure your instructions are clear and not confusing for students or assessors. For instance:
What kind of information can be included in a work package?
What type of information can be included in a work package?

The answer could include:

Needed materials

Related costs

Activity duration

Designated roles and responsibilities

When an assessment item calls for multiple answers, indicate the number of answers a student needs to provide. This way, your assessment is reliable, and the evidence gathered is valid.

The same applies to assessment items with double-barrelled questions or those asking for multiple answers simultaneously. These can confuse both students and assessors, as shown in the sample question below:

Identify a hazard and/or environmental concern in the workplace and select the most effective hazard control hierarchy.

Possible answers could include, but are not limited to:

Weather conditions – isolation of the work area, engineering, personal protective equipment

Work area and ground conditions – elimination, isolation, engineering controls

People – isolating, use of engineering controls, administrative controls

Structural hazards – substituting, isolation, engineering controls

Chemical hazards – isolating, engineering, administration

Equipment or machinery – isolating, use of engineering controls, administrative controls

Steering clear of double-barrelled questions makes it easier for students to answer and for assessors to accurately judge student competence.

Seeing these requirements, you might think, “Don’t learning resource developers offer audit guarantees?” However, with such guarantees, you must wait for an audit to rectify noncompliance. This affects your compliance history, so it’s better to take a safe and compliant route.
